What is a Planned Preventative Maintenance (PPM) Survey?

A planned preventative maintenance (PPM) survey is a professional inspection and reporting process that helps property owners manage future maintenance, plan budgets and keep their property in a good state of repair.

It is a practical approach to maintenance, designed to reduce the risk of unexpected failures, unplanned disruption and reactive repair costs. Rather than waiting for defects to escalate, a PPM survey identifies the repair and maintenance needs of each relevant building element, together with estimated costs and timescales.

A PPM report can be tailored to suit the client’s property strategy, budget cycle, reporting requirements and preferred planning period.

Benefits of a PPM Survey:

  • Reduced unexpected breakdowns and repairs
  • Extended lifespan of building systems and components
  • Improved energy efficiency and reduced operational costs
  • Enhanced safety and regulatory compliance
  • Maintained property value and functionality

Extremely happy with the service we received. When we were faced with a ridiculous delaps estimate of over £ 120k from our landlord, we consulted with BM and received great advice on how to proceed. Having a surveyor on your side, has great benefits. Rather than just letting our landlord charge us, we did most of the work with our own contractors and saved in excess of £ 50k. What I strongly recommend is to use BM to go through your rental agreement with a view to your future delaps. We would have saved even more had we. Special thanks to M.L.

What Does PPM in Maintenance Involve?

1. Initial Property Assessment

Our process begins with a thorough inspection of your property. During this assessment, we meticulously identify all building components and systems that require regular maintenance. This comprehensive review allows us to assess the current condition of each element, providing a baseline for our ongoing maintenance strategy.

2. PPM Strategy Development

Based on our initial assessment, we create a customised PPM plan tailored to your property’s unique needs. This plan includes establishing maintenance schedules for each building component, ensuring that every aspect of your property receives timely attention.

3. Long-Term Planning

Looking ahead is crucial in effective property management. We forecast future maintenance and replacement needs, helping you prepare for upcoming expenses. Our team develops comprehensive budgets for ongoing maintenance and future capital expenditures, ensuring you’re never caught off guard by necessary repairs or upgrades. We also provide expert advice on potential improvements that could enhance your building’s performance and efficiency.

4. Reporting and Recommendations

Clear communication is at the heart of our service at Bradley-Mason LLP. We provide detailed reports on your building’s condition and all maintenance activities carried out. Our experts offer recommendations for addressing any issues identified during our inspections. Additionally, we suggest strategies for improving building efficiency and reducing maintenance costs, helping you maximise the value of your property investment.

5. Compliance Assurance

Staying compliant with property regulations is crucial. Our team review all relevant statutory certifications available and advises of improvements or further testing required, either based on the certification provided or based on findings following the survey, and provide related cost advice for future budgeting within the PPM reports.

See How a PPM Survey Works in Practice

A planned preventative maintenance survey is most useful when it turns building condition issues into a clear, costed plan. Rather than reacting to repairs as they arise, a PPM report helps property owners, landlords, managing agents and occupiers understand what work is likely to be needed, when it should be prioritised and how future budgets can be planned.

We have put together a practical guide showing what a PPM report can include, including how maintenance items are prioritised, how costs can be spread over a 5, 10 or 20-year period, and how the findings can support better long-term property management.

Read our PPM Guide to see how a costed maintenance schedule can help commercial property clients plan repairs, reduce unexpected expenditure and make more informed decisions about their building.

Commercial Property Service Charges: What You Need to Know

1. Initial Pre-Lease Check

Prior to acquiring your premises and signing your lease, be that by way of renewal, re-gear, assignment or new terms, we will review the service charges lease provisions and advise on any potentially onerous risks, so that you are fully aware and pre-warned, and so that the terms can be varied or restructured accordingly.

2. Initial Assessment

We will provide a desktop review and assessment on your existing service charges obligations to provide a quick and cost-effective appraisal of the quality, accuracy and value of the service charges being provided. We will identify any miscalculations and errors that may apply in the service charges caps, apportionment matrix and schedules, and advise if this impacts your service charges positively or negatively. A detailed challenge will be recommended as appropriate.

3. Detailed Challenge

This involves a further forensic review of the lease and service charges documents, along with a detailed technical building surveying site inspection, to further identify, establish and succinctly articulate all opportunities for potential savings. As chartered building surveyors, our advantage is that we deal with all technical, legal and cost implications, to ensure the lease provisions are being applied and adhered to correctly. All negotiations will then be progressed proactively to a conclusion, often resulting in significant savings achieved.

4. Landlord’s Sense Check

Our offering for landlords entails a peer review and sense check of your current arrangements, to ensure accuracy, value and best practice across the management of your estate(s). We can also advise prior to acquisition or deal completion, to ensure the service charges are set up and documented as desired and expected, to minimise future risks, disputes and shortfalls.

I’ve engaged Bradley Mason LLP in relation to a number of UK-wide rapid rollout projects in the past 15 years including a 500+ trading unit expansion for a well-known trade counter operation.  Their overall approach is to provide timely commercial advice to complete high levels of appropriate project diligence at sensible costs within the framework of a need to expand at pace.  I recommend them highly in respect of survey and diligence matters and project management services.

Your Questions, Answered.

Frequently Asked Questions

What does a PPM survey include?

A PPM survey includes an inspection of accessible building elements such as the structure, fabric, roofs, shared areas, external areas and grounds.

Where building services require specialist testing, certification or detailed technical assessment, the report can identify where further specialist input may be needed. The survey is followed by a costed schedule of recommended works, usually arranged by priority and spread across the chosen timeframe.

What period does a PPM survey cover?

Most PPM surveys look ahead over 5, 10 or 20 years, although the reporting period can be tailored to suit the property, ownership strategy, maintenance obligations and budgeting cycle.

What is the difference between planned and reactive maintenance?

Reactive maintenance responds to faults after they occur. This can be more expensive, more disruptive and harder to budget for.

Planned preventative maintenance identifies likely repair and maintenance needs in advance, allowing works to be prioritised, scheduled and budgeted before problems escalate.

Who needs a PPM survey?

PPM surveys can benefit freeholders, investors, landlords, managing agents, facilities managers and occupiers with repairing obligations.

They are particularly useful for those responsible for larger, older, multi-let or operationally sensitive buildings where unexpected repair works could cause disruption or significant cost.

Is a PPM survey a legal requirement?

A PPM survey is not usually a statutory requirement in itself.

However, it can help property owners, landlords and managers plan maintenance, demonstrate responsible asset management, and support wider repairing, lease, health and safety or compliance obligations.

How much does a PPM survey cost?

The cost of a PPM survey depends on the size, type, age and complexity of the property, the number of buildings, access requirements and the length of the maintenance period required.

We provide a fixed quotation once we understand the scope of the property and the level of reporting needed.

What is the difference between a PPM survey and a building condition survey?

A building condition survey records the state of a property at a point in time.

A PPM survey goes further by using that condition assessment to produce a forward-looking, costed maintenance schedule over several years. This helps property owners and managers understand not only what condition the building is in now, but what works are likely to be required in the future.

Schedule of Condition

A detailed recording of a property’s condition which is usually retained to use at a future time to establish the previous condition of the premises.
